Used, for almost everything. Enterprise hardware is designed for far longer duty cycles than a homelab imposes, and datacenter decommissions arrive in volume at a fraction of retail. The exception is anything whose failure loses data before you notice: buy drives with real warranty coverage, and keep backups regardless of what you paid.
