Proxmox is a hypervisor first: it runs virtual machines and containers, with storage bolted on. TrueNAS is a storage appliance first: it manages disks and shares safely, then runs apps on top. If your lab is mostly services, start with Proxmox. If it is mostly data, start with TrueNAS. Running TrueNAS as a Proxmox guest is common.
