How do I test a used hard drive when it arrives?

Read the SMART attributes first, noting reallocated sectors, pending sectors and power-on hours. Then run a long self-test, then a full surface read. Do this inside the return window, before you trust the drive with data. A drive that fails early usually fails in the first days of real use.
